License Type: Learner & Permanent
There are two types of driving licenses in India: a Learner’s License (LL) and a Permanent Driving License (DL). If you want to drive abroad, you can become eligible to drive abroad by applying for an International Driving Permit from India.
Learner License (LL) Practice Permit
This license allows you to practice driving. Apply online for a Learner’s License, pass the test, and start learning to drive.
- This is a temporary practice license for newcomers.
- This license is valid for 6 months.

Permanent Driving License (DL)

Driving Licence Application Process in 2026
There are two types of driving license application process: leaner’s license and permanent driving license.
Learner License Application
Step 1: Visit the official Sarathi Parivahan: First, visit the official Sarathi Parivahan website.
Step 2: Select your state name: Select your state name and proceed.

Step 3: Click “Apply for Learner License”: Select the “Apply for Learner License” option, read the instructions, and click the “Continue” button.

Step 4: Fill Applicant Details: Fill in your personal information. Enter your Aadhaar number and verify with an OTP.
Note: If you authenticate using your Aadhaar card, you can take the learner license exam from your preferred location; you don’t need to visit the RTO. Applicants without an Aadhaar card will need to visit the RTO for document verification.
Step 5: Upload Photo and Signature: Only a signature needs to be uploaded if you authenticate using Aadhaar. If you apply without Aadhaar authentication, you will need to upload both a photo and a signature.
Step 6: Pay your fee payment: Now you must pay the application fee through any of the following methods: UPI, debit card, or net banking.
Step 7: Verify the payment status: Once your payment status is verified, print the payment receipt and keep it with you. It may be useful in the future.
Step 8: Book a learner license slot: Now book a slot for the learner license test, according to your schedule.
Step 9: Learner license test: Take the computer-based test at the RTO office or at home, depending on your state’s regulations. In some states, this test can be taken immediately after booking a slot. A minimum of 60% marks are required to qualify.
This test includes questions about road safety, traffic signs, and driving rules.
Step 10: Received your learner’s license: Upon passing the test, you can download your digital learner’s license online. You can collect your original learner’s license from your registration address or RTO office.
Permanent Driving License Application Process
- Visit the official website: visit the Parivahan Sewa official website.
- Select state name: Please select the state from where the service is to be taken.
- Apply for a driving license: If you want to apply for a permanent DL, click on the “Apply for driving license” option.

- Choose license type: After reading the instructions, click “continue.”
- Select license type: Select “Holding a learner license” option under License Type.
- Fill learner license details: Enter your learner license number, date of birth, and captcha, then click the “OK” button.

- Sarathi mobile authentication: Verify the mobile number registered with the learner license with an OTP.
- Fill applicant details: Fill in the applicant’s personal information and submit.

- Upload Documents: Upload your address proof and learner’s license certificate. The file size should be less than 500 KB.
- Fee Payment: Now you need to pay the driving license application fee. You can pay the application fee through UPI, net banking, or debit card. After making the payment, print/save the payment receipt and keep it with you.

- DL Slot Book: Book a slot for your vehicle test at your nearest RTO. Select a convenient date and time for your DL test appointment.
- Visit RTO: Visit the RTO with your documents and pass the vehicle drive test.
- Received your DL: Upon successfully passing the driving test and document verification, you can download your driving license from the Parivahan Sewa.
The original driving license will be sent to your registered address by post, or you can collect it from your nearest RTO office.
Eligibility Criteria for a Driving License in India
Age Requirement
- The minimum age to drive a non-geared motorcycle is 16 years.
- The minimum age to drive a geared motorcycle is 18 years.
- The minimum age to drive a transport/commercial vehicle is 20 years.
Medical Requirement
- Physically and mentally fit is essential to obtain a driving license.
- The vision must be 4×4.
- A medical certificate (Form 1A) is required for applicants aged 40 years and above, and (Form 1) is required for applicants under 40 years of age.
